However, the department has been distributing documents with nearly identical contents for quite some time, and the reason for doing so remains unclear. Your task is to analyze the document.

🎨 Solution

By looking at document you can notice a cat pictures all over the text (28 at all). The very first idea which came to my mind was to find a connection between those cats and the text.

After few attempts I got a text by looking at character at which cat points: Hi, you! ottp://riddenpaws6.tcc => so I visit http://hiddenpaws6.tcc where we see image.
